The North Carolina State Grand Assembly was organized under the leadership of G. Wesley Allen, MD, 33, Deputy of the Orient of North Carolina on May 1, 1972 in Roanoke Rapids, North Carolina.  Loyal Lady Annie Rogers of University Assembly No. 218, Durham, North Carolina was the first State Grand Loyal Lady Ruler of North Carolina.

On April 12, 2008, at the 56th North Carolina Council of Deliberation and the 36th North Carolina State Grand Assembly the name was changed to Dr. G. Wesley Allen Council of Deliberation and Annie P. Rogers State Grand Assembly.
